rooted in the second amendment, jeff. you say it will be determined as much by politics as by law. is gun culture driving politics, politics driving gn culture? does it change? does the second amendment change from here? >> it sure does. the second amendment itself has not changed more than 200 years. but the interpretation of the second amendment has changed dramatically. for more than 100 years, the interpretation was that state militias, that mysterious first clause, they were the only ones who had the right to bear and keep arms. in 2008 the supreme court of the united states said individuals have a right to keep and bear arms. they were talking about handguns in the home. how expansive that right is remains somewhat murky at this point. the idea that you have a constitutional right to bear arms is a legitimate one for better or worse now. that's something that politicians will have to take into consideration as they decide what to do. >> you've pointed to incidents like what happened here in newtown, what happened in australia, scotland and how they moved quickly and changed thei

state level. bob marshall is a delegate in the virginia state house. he's proposed a new law for schools in his state which would mean arming teachers. now, i want to ask you this. good morning to you, sir. are you saying that teachers should be able to carry guns in school or be required to carry guns in school? >> no. you're overstating it. look at the situation. arm some teachers, arm some school personnel who voluntarily participate in this. one of the problems that you have is that when you have an area that's a gun-free zone, criminals don't pay attention to this. shootings which have occurred to 1950 to the present with one exception where there's three or more people killed have occurred in areas that are gun-free zones. that's the problem. i want people to be able to have after they receive equivalent law enforcement training which would take about four to eight weeks, the same training that a policeman would have. so if a policeman comes on to campus later, he knows somebody there who knows the building, who knows how to respond. first thing, who knows when ton brandish

zero. why? well, they have one of the most restrictive series of gun laws in the world. when looking internationally, it is obvious that the one feature of america that would explain why we have so much more gun violence than the rest of the rest of the world is that we have incredibly permissive laws allowing the sale and possession of guns. with 5% of the world's population, we have 50% of the world's guns. we also have evidence that tightening laws, even in high lay individualistic countries with traditions of gun ownership can and does reduce gun violence. in australia after a 1996 ban on all semi-automatic and automatic weapons, a real ban, not like the one we had in 1994, which had 600 plus exemptions. after that ban, gun-related homicides dropped by 59% over the next decade. all the evidence points in the same direction. there will always be evil or disturbed people and they might be influenced by some violent popular culture. but how is the government going to identify the darkest thoughts in people's minds before they do anything? well, what government can do easily, however
